Dr. Owens is an Emergency Physician at the Naval Medical Center Portsmouth, Director of the Navy’s Global Health Fellowship, and an Assistant Professor at the Uniformed Services University and Eastern Virginia Medical School. He served as a Flight Surgeon for the US Navy and DOD Medical Space Shuttle Support program. He is the current Medical Director for the Hampton Roads Metropolitan Medical Response Team. Dr. Owens regularly directs Subject Matter Expert Exchanges throughout Central America, the Pacific, and Africa to include a recent trauma team in Ukraine. Currently he is the Physician Advisor for the Eastern Virginia Healthcare Coalition; is an instructor for Tactical Combat Casualty Care (TCCC) and the Defense Institute of Medical Operations (DIMO); and is a life support instructor as Teaching Faculty for the Tidewater Center for Life Support teaching Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Advanced Trauma Life Support (ATLS). As an instructor he volunteers globally for Operations Smile.
